Is Albania good for a driving holiday?

Definitely. Albania is one of the finest and least discovered driving countries in Europe. The main roads and the key passes are paved and drivable in an ordinary rental car; only in the mountains do you want to drive calmly. These routes all start from Tirana Airport.

Do you need a 4x4 in Albania?

Not for these routes. The main roads and passes (the SH21 to Theth, the Llogara pass to the Riviera) are paved and drivable in any rental car. Some ground clearance is nice for the unpaved inner streets of Theth, but not a must.

Are the routes and exports free?
